Gambling corrupts?

I was just reading an article about the mayor of Atlantic City, who is under federal investigation and has gone AWOL, when I came across this: "Currently, one-third of Atlantic City's City Council members are in prison or awaiting sentencing."

Granted, there are only nine spots on the City Council, so it could always be a fluky bad break that three members managed to get themselves convicted of crimes while serving out their terms. The article also mentions at least one of the six "clean" council members was recently videotaped having sex with a prostitute.
